Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

Building a new CPU for my dad, Need everything. Suggest ram, processor, motherboard and PSU. GPU is not a priority so any cheap once will do (planning to upgrade in future). 

Cooling is a priority as env is pretty hot in here. Suggest if a better Intel build can be made in this price range. 
Also is it a good idea to pick an APU for such build ?
Current plans: 

Ryzen 3 3100 (~$130k or 8-9k INR)- not sure if i should go with Ryzen 3 build as i need to upgrade it in future. Thinking of Ryzen 5 2600 but cost diff is ~($100 or 6-7K INR)

corsair vengeance 3000Mhz 8gb ddr4 ($50-60 or 3.5 INR)
Dont have much knowledge about motherboard and PSU so would need total assistance in that. Even the case

Whats wrong with ryzen 3 3100 ? or ryzen 5 2600 ? any specific reason to pick 5 3400G ? Also 8GB is enough imo so was planning to stick 1x8gb stick and if required stick another one

Do you have a GPU already?

For your dad which won't play much games, this is good enough.

For heavy browsing, 8gb is not enough, it will fill up fast with only 20-30 tabs open.

No I don't have a GPU yet, but yeah I done require graphic power much for now but want to upgrade it in future
