Dieing Harddrive

My old netbook suddenly started showing a disc read error on boot so I took out the harddrive and plugged it into my harddrive dock and connected it into my desktop. The problem is my computer isn't recognizing it properly, it stops stuff like diskmgmt and diskpart from running while it's plugged in and I can't run chkdsk or format through CMD. Is there something else I can do to try and access it so I can format the harddrive? I'm aware it might become corrupt again but I don't keep sensitive data on it I just want to try to get it to run again. Any help would be appreciated.

Use the Hiren's BootCD thing, since I think it has a format option. http://www.hiren.info/pages/bootcd-on-usb-disk

maybe try use the windows installer or linux life disk or something? I doubt anything will be able to format it though, because it really seems to be dead
