For context the system consists of:

The first mobo: Asus B75m something (i have a nmATX case)

The second mobo: Asus H67m something (i have an mATX case)

CPU's: I3-3220; Pentium G2030

RAM kits: some standard Kingston 8gb kit and a Crucial Balistix Sport 4GB kit (both 1600MHZ DDR3)

 

 

So, someone's mobo has a problem. This is the process of thought that it goes through after pressing the power button:

1. The CPU fan barely spins 360 degrees

2. The RAM LED turns red

3. The CPU fan RAMPS up to 100%

And it just bootloops like this until you unplug it...

I've tried multiple CPU's, multiple kits of RAM, and the person even bought a new mobo and multiple PSU's. 

The person has parkinson's, so i'm not sure if he dropped a screwdriver or jammed something in the socket. I'd like to know your opinions on this

Try and assemble the PC out side the case for testing. 

Check the case while the board is out to be sure all the standoffs are in the correct locations and one isn't misplaced touching the back of the board somehwere.

Check the power switches, be sure they are plugged into the right spots on the FP header. Be sure the switches are in working order, try posting the board with a screw driver on the correct pins to eliminate the case switch.

After assembly, be sure to clear the cmos. Any time you change memory configuration also.

If the board has a 3 pin Cmos jumper configuration, be sure the jumper is in the correct position for operation opposed to the clear position. 

For possible bent pins, you want your friend to try and take a close up high definition shot. Maybe we can see any damage. 

I've bent some pins before. It's possible to repair them depending on the damage.
