Does cpu undervolting causes micro-stutter

I heard from one of my friend that undervolting his cpu causes micro stutter to appear in game

is this true?

It can, yes, if it becomes marginally stable or begins clock-stretching.

Have you ever tried to undervolt without getting micro stutter or is it just me I've seen a few videos about this on yt and they did it without little to no micro stutter

And also does having a single channel cause micro stutter over a dual channel?

I’ve undervoltwd without micro stutter. 
 

Yes, dual channel will reduce stutters.
