Please help make a budget PC

Budget (including currency): USD 800 max.

Country: Indonesia

Games, programs or workloads that it will be used for: 

Games : Mostly Sims 4 & Cities Skylines at high (if not maxed out) settings, MSFS as a bonus (if it can run at all), and a ton of their mods.

Programs : Adobe Photoshop, Illustrator, Audition, & Premiere (or something else for light 1080p video edits). 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Build priority is still for as low of a cost as possible, while being able to comfortably play at 1080p60. Already have a color-accurate 1080p60 monitor, keyboard+mouse set, and external drives for work projects' storage. Living at a shared house so please include an 802.11ac wifi module on the build. Will purchase within 3 weeks.

Please help compose a build for me. I already scoured the market for parts but got more confused than before lol. Ideally it should cost as low as possible, and I understand that in my country prices tend to get inflated so I'm more concerned of the specs actually. Function over form, so RGB or flashy cases is not necessary. Not going to OC either, it needs to just work for the things I mention above and be properly cooled.

If you've got 3 months to wait, go ahead and delete this thread and ask again in 2 when Ryzen 4000 is in the wild and benched.
