What is the server going to be doing? Do you really want a server, or is a NAS sufficient?

I would want to have my family use it and 3 of us would use it for video editing i don't know about that end i focus more on the hardware but 3 video editors and 6 users overall i am in southern California and my budget is around $350-$400

Just saying that budget is too small. Think about it a server would be used by multiple people and that price is even cheap for a pc that one person can use so there is no way you could get a usabble server for that price. If you are just looking for something for data storage you can get a nas. I have the synalogy ds 220+ to store files on.

If I understand correctly you're trying to have a central computer for 3 editors and upto 6 people on at once. 

For 6 people a minimum of 28cores (4each+4to run the VMs) then 3 good graphics cards, 3 alright graphics card for the non-editors, around 64gb of ram (16gb per editor and around 8 each for the rest), multiple ssds and storage backups for footage... Probably around $4k on the low side. 

It's alot like "6? Editors 1 cpu" video ltt did a while back.

it would be a max of 3 at a time and a nas for the everyone and thank you i for the estimate i just don't know how intense these programs are and this is the first time i am trying to build a computer form family and not one of my friends or there friends that have not told me exactly what parts they want.
