Is this artifact?

So i got this card sapphire pulse rx 580 used about 2 months ago. I used it for a month without an issue. Then i decided to sell it to my friend but i repasted it before giving him. Now he's getting these when only playing games. It's not constant but will appear at least once per gaming session. Did i damage the gpu during repasting or something? Because i never got this issue before.

I also changed the hdmi cable so we ruled that out.

It looks to me like there is also a monitor problem. There’s severe bloom in that monitor.  It’s so bad I can’t be sure.  If the monitor was ok and those red splotches were still there I’d say yes, but the monitor has such big problems that it’s hard for me to to say.

 

perhaps try the system with a different monitor.

Hey thanks for replying. I'm not sure if it's the monitor too because everything is brand new except for the monitor. I tested it out with heaven's benchmark and some non steam games. I didnt really get that issue. I tested it on 2 different monitors. The thing is i may not get the timing right because it doesnt happen that frequently and not constantly. Oh yeah it only happens in game according to my friend. Monitor model is acer ek241y
