make a forum 4 school

i need to make a forum 4 school and every thing i found online is junk and hard 2 use or overpriced

it have to have those features

it need to work in Chinese

school didn't give me money on this project so i'm paying and i hope it wi'll be cheap

My school teacher ONLY ALLOWS it to be registered using Email with MY school‘s domain and maybe a western way (i want 2 use steam  ，btw none of my teacher know wtf is steam）

i want it to be mostly ad-free or all ad should be verified with no not-for-childrens-eyes-stuff（富强、民主、文明、和谐，自由、平等、公正、法治，爱国、敬业、诚信、友善）

and it need a swear detector (no need 2 work in chinese. just let my teacher know it this feature

You just posted a highly specialized question. It will take time for answering, assuming anyone knows.

 

And by "2 steam" I think you mean "Login via Steam login system". And by Chinese, I think you mean it works in Unicode.

 

The only forum that I know that comes close to what you are mentioned, that is free. Is phpbb. There is a lot of work in making it look nice. As for login with Steam, you'll need to make your own login page that you connect to it or modify the existing one. Lots of work.
