iMessage activation fail

Under messages in settings if you click on the phone number instead of the email address it shows activation fail. It has been fully factory reset. Network settings were reset. And there is no carrier update. After trying several times the phone number disappeared and wouldn’t show back up until removing and reinstalling the sim. Calling and sms works. But iMessage and FaceTime won’t. TIA
