Recently my PC has started to restart itself while under load. I can stress test fairly stable but when I try to play specific games as soon as I get under load I get a black screen and then it just boots again. I've reset BIOS, no overclocks on CPU, PSU, or RAM, temps are all >50C under load when it reboots. I noted that the CPU post light on the MB lights up when it happens.

MOBO: ROG b450-f
CPU: 2700x @ base 3.7 gHz
GPU: RTX 2070 Super
RAM: 4x Corsair RGB 8gb DDR4 3200hz
PSU: Silverstone Strider Plus 700 W 80+ Bronze Certified Fully Modular ATX Power Supply

From what I've read I have no clue, a failing PSU is my best guess right now. Any help would be very much appreciated.

not really, other than trying the psu in another pc, but that is usually harder to access than another psu lol. you could also try testing the pc with only 1 ram stick at a time to rule out bad ram, i don't see this at all as likely, but it's a free thing to test before trying a new psu.

In my bios the +12V rail is only outputting 11.575V, I'm assuming this is a problem?

Yes, it is a sign that the PSU may not supply adequate current to motherboard when the motherboard and GPU requesting for higher current when you are playing games.
