Low FPS with RX560

So if have a Ryzen 7 2700x 32gb ram and rx560 4gb with 1gb up and down

in overwatch i only get about 60 fps on a good day and in a game hell let loose i only get about 20 fps but i have seen where others are getting significantly more FPS on similar specs but less powerful cpu

 

along with odd frame rate issues when streaming to twitch as well.

 

Didnt know if anyone would have any tips or suggestions? Is this the GPU just not powerful enough?

What resolution and settings? 
What speed is the RAM?

What are temps like?

did you have a different GPu in there before this one?

 

if so, did you DDU the drivers before swapping?
