CPU usage 100, clock speed low

Hi so just yesterday i turn on my pc to play games and i notice my usage is at 100% and my clock speed drops from 3.5 GHZ to like 800 MHZ and then my games run like sh*t. Then, I tried playing games like RDR2 and GTA V and they actually played fine and that issue wasn’t there, but games like OW, COD, valorant all make my computer freak out. I have an MSI z390 ace, 2080ti, i7-9700k, 32GB ram, 850W PSU, so there’s nothing at all that should be limiting my game like this especially when it’s been running fine for a year or so now. Does anyone have a clue why my pc could be doing this? Whenever i close the game, it seems to go right back to normal too. I just don’t get it. The temps on my cpu are oddly at like 40 degrees as well, it’s like it’s being underpowered

How are you monitoring speeds and temps? Is it overclocked at all?

Hi! I’m monitoring with NZXT CAM and it was over locked to 5GHZ but i had that disabled to attempt to fix it, which didn’t fix
