Ethernet Throughput Spikes

I found out my problem.
I have formatted everything, installing windows and such once more, but did not work.

Bottom line:
The GPU was connected to a PCIe 16x but was a 4x
I needed to switch places for the GPU and SoundCard.


It was my own fault for not reading the manual of the motherboard.

OS: Windows 10
Motherboard: Gigabyte Z490 Gaming X
CPU: Intel i5-10600K 4.1GHz
RAM: G.Skill Trident Z Neo DDR4 3600MHz 32 GB | 2x16GB
PSU: Corsair CV650 650W
GPU: 
Sapphire RX 5700 XT Pulse 8GB OC
Soundcard: ASUS Strix Soar

Not sure what more to put of my specifications.
So I'll get straight to the point:


In the attachment you'll see Task Manager spike every so often,
sometimes it few more seconds at that-
It cuts of my audio oftentimes, too often.
Going to VR, it only lasts a few minutes,
until it decides to go blank and give off a static sound.

This could be potentially driver issues or simply hardware issues.
A recent build often causes that, as this current setup is a new build.
Only thing I've kept is the Storage Devices, but I am very sure that is not the culprit-
As I've had 500W and a 1050TI before when using the Motherboard, CPU and RAM with no issues.
It only started with the Power Supply and the GPU, so I'm leaning towards those two.

Internet Service Provider is neither the culprit-
You'll find another attachment as proof.

Not downloading anything-
background processes are unlikely.

 

I absolutely want to keep the GPU for the 8GB VRAM
If I absolutely must change the PSU, then I'll gladly do it.
But I don't have much of allowance, so keep to small to no fee for a solution.

I don't believe there's more to say, but I'll try to be active to take a look of your comments about this.

Uninstall the driver? Check refresh device manager after uninstalling see if it installs it automatically.. Maybe first download the latest driver in case you get stuck with it not installing automatically
