So I have an issue with my new build. Pretty much every game stutters. I have some MSI After Burner logs to see if any light. Can be shined on this issue. Some are shorter benchmarks. As I closed them after a few stutters.

EVGA RTX 2070 S XC

RYZEN 2700X Stock Cooler

Asus Prime X470 Pro

2x 8GB Corsair Vengeance @ 3000MHZ

PSU Corsair RM850X

Also I have only 1 HDD. No SSD. If that can cause it.

With those specs you are definitely having some stutter due to that HDD. You don't want to have a PC that powerful and then still be using a junk mechanical hard drive.

Have you upgraded your drivers. if not do that and also use an ssd. SSD will not cause any kind stutter but you will have very nice load times. AND YOU WILL FACE STUTTER IF YOU OC more than necessary. I faced this problem a while ago I did +162 and +900.

I can confirm it helped. My GPU no longer hits 100% randomly.  Stutters seem gone. But I noticed in my Msi after burner. CPU11 hit 100% Is that okay?

100% cpu is harmful while gaming. Chances are very likely your pc will freeze in crucial moments, even more so in online gaming. ... 100% CPU usage is not harmful to your pc as long as its below recommended max temperature. But to ANSWER your question, YES.

What are you on about? Source that it ‘will freeze in crucial moments’? CPUs are designed to run at 100% load 100% of the time, and last for 15-20ywars.

Hm. Well with the stock cooler. The highest temp I seen while gaming is 82 C in Monster Hunter World. In Prime95 a benchmark of 6 hours. It never went above 85C. I'm not doing any fancy OC. I do believe it auto does it. Why would it be reaching 100%?

Most heavy games bring the CPU to about 72C (also my room is pretty warm in the day) After a long game session. The gpu never goes above 65C.
