regarding undervolting

Hello,

i have my new laptop which has i7 9750h and GTX 1650, and my laptop makes toooooooo much noise. when i start doing  intensive works ,i have heard that undervolting(uv) makes the cpu cooler and perform much faster, but the thing is should i do it in a brand new laptop,if uv does not have disadvantages then why dont manufacturer does uv in factory?
