Modern network interfaces work off bit-banging?

Someone I know is swearing up and down that network interfaces on modern consumer motherboards is actually done with software emulation on the CPU, and the "ethernet controller" is just doing bare-minimum QoS and establishing the duplex link. This is despite me being able to stress test my CPU (R5 3600) and transfer files at 100MBps+ on my home network simultaneously with very low latency/jitter. How much truth is there to this?
