Question on low-mid range builds

To start off, I know that a lot of this based on opinion, which is why I posted this publicly instead of sending a dm to some people. Now that that's out of the way, in your time (past or present) with budget builds, did you often feel the need for something at the higher end, or was/is your overall experience satisfactory or better? And secondly, for people who have upgraded to a better build, would you be able to go back down to an $750-900 build  and play with say 1080p medium/high settings?

@BlueScope819 so a 3600 and 1660S is fine (i don't want ti because of the miniscule preformance increase that comes with it )

i'm just trying to be ready for when i do upgrade my gpu to a 2060 or 2070

i only make $112 a month, and i've been saving for this thing for 4 months already, and you the time that i buy it, it'll be like january or february, and i'd prefer to get into pc gaming faster, and upgrade a little bit sooner than i maybe should, but if the price of the 2060-2070S drop when the 3080-Titan Rtx 2 and the amd and intel gpu lineups come out, then i'll buy sooner

@BlueScope819 planning to save in the future, also with the whole diminishing returns after $1,200 do you mean for a setup, or system. because if you can guide me to a good 1080p setup for $1200 that will work for a couple of years and can be considerably easily upgraded i would love that. also in case you didn't get what i meant, it's 1600 max for everything anyway, it's almost 12 here gotta go
