Windows 8.1 Boot/Permission Issues

Update! Managed to get access to command prompt as an administrator, used shutdown /r /o and then went into repair mode. Had a system restore point from yesterday and loaded that. Everything works like a charm again!

I recently finished building my workstation computer and installed Windows 8.1 on it, it has been about three days since I finished it. For some reason today it has been a pain. I installed GIMP, and that's when it all went downhill. I got a BSoD with the error 0xC000021A, and my computer rebooted, it was stuck in a reboot loop for about 10 minutes. Every now and then it would show the Windows is installing updates screen, it would reach 100% then I would get the reboot again.

 

Eventually the loop stopped, and it let me get to the login screen only now when I go to log in it says that the RPC Server is unavailable, then crashes with the same BSoD. I eventually get to log into the system, and go to uninstall GIMP but it says I don't have permissions and to contact the administrator. I can't access any of my programs or files because it says I don't have permission to.

 

So I literally can't do anything to fix the issue logged in, it also doesn't help that after about 30 seconds to a minute, the BSoD comes back up and the computer reboots. I've tried every F-key during boot and none of them are loading the Recovery tools, just the boot selection menu with my two hard drives and disc drive.

 

If it is of any importance to note, Windows 8.1 is installed on a Samsung EVO 250GB SSD, and almost all programs and files are on a WD 3TB drive.

 

I would be super grateful if anyone could help me out. There is only one folder that I would like to back up if I needed to do a fresh install, but when I go to plug in my thumb drive, the BSoD just comes up again /:

You can boot into safe mode and uninstall the program from there. This is how I usually by-pass administrator permissions, when the Windows is behaving like an a-hole to me. Usually after three unsuccessful boot ups Windows dumps you in the recovery mode and you can just navigate from there. Everytime Windows is booting, pres the restart button or flip the switch on the PSU to prevent it from actually booting.

How do I go about booting into safe mode? Because its BSoDs every single time, but I can still log in sometimes. I literally can't run anything on the computer at all, no access to C:\ files and no access to E:\ (my storage drive).
