gigabyte Error code 0E on gigabyte board

Just installed a new GPU, 2080s, and it wont boot past the BIOS load screen Aorus logo.

I'm getting an 0E error but it doesnt match any of the error codes in the manual.

My motherboard is an x399 gigabyte Aorus gaming 7 running the F12e bios.

New GPU takes the same 250w as my old one.

 

I have cleared cmos and reseated the gpu, even used a different slot. No change.

Solved. Had to turn 4g decoding off. No idea why that was an issue, ran fine with it on for 1080ti
