Bios updating help.

So i have RGB issues with my motherboard, i see their is a bios to fix this. I know how to update the bios i have done this before, but what i am struggling with is "Update BIOS first, then update MCU firmware" i downloaded this firmware but their is no instructions how to install it, do i install this in windows or is it something i need to run in bios?
