CPU 0 high throttle causing complete PC stutter

Hey guys,

I've been having this issue with my PC for a couple of months now, and recently it got a lot worse.

A year ago I upgraded from an intel system to AMD. Got a Ryzen 7 3700X, B450 MSI Carbon Pro motherboard and 2 new 8Gb 3200Mhz RAM sticks.

For a couple months now, when I start my pc up after a full shut down, the screen, my sound and all processing power seem to stutter. A couple weeks ago, it was just for a few minutes after I started my PC, but now it's just every time I start it up, non-stop. Turns out my CPU 0 is doing this weird throttle thing while running idle and doing nothing. I'll post some screenshots as well.

The only way I can get rid of this problem is by pressing the reset button on my case. This force restarts the PC. Doing a regular reset doesn't work. When I do, it's stuck on the "Restarting" screen and the circle just keeps on spinning. While having this problem I am also unable to uninstall or install anything on my PC. It doesn't freeze, cause I can still use my PC, but nothing happens. It will never finish.

Now, I've tried many things already: ran DDU and did a fresh install of the latest drivers for my GTX 970, uninstalled and reinstalled my audio drivers, installed new chipset drivers, disabled CPU 0 and a random other core in the hopes this would solve the issue, but it didn't. Also reinstalled Windows 10 to see if that made a difference, but it didn't.

I'm all out of ideas to be honest and I have no idea where to look next for the problem. I hope some of you are able to help me get started on figuring this out.
