pc stuttering while idle

I have been having an issue where my pc is skipping frames doing nothing just sitting idle on the desktop making it unusable. I've completely reset Windows on my pc deleting everything on my main drive and I cant get it to stop. I don't know what could cause it, my hardware isn't old and I have nothing running and task manager doesn't show any spikes in usage.

How do you know your computer is skipping frames if you don't have anything running.

because the mouse is skipping around while moving it and any sound is cutting out constantly

Sounds like a driver issue, try reinstalling your motherboard drivers.

I updated all the drivers I can for my computer and updated the bios for the motherboard and its still stuttering
