Network errors out of nowhere, no idea of origin

Firstly if you are taking the time to read this thank you. I also posted this on r/pcmr

So my new PC which was running beautifully until yesterday has started being weird. I'll go through the problems first and then the things which I've done to try and fix them. I'm going through the problems as I'm actually unsure of what is going on.

Symptoms:

First noticed large packet loss in League of Legends, my normal ping is around 20, it jumped to 100 and stayed there. (S5 fixed the noticeable/unplayable packet loss, and ping is now sitting at 50ish)

Youtube works fine. Netflix stutters and takes a bit longer to load than normal.. maybe. Reddit, with RES seems to be taking longer to load images. Videos do take longer to load, and then drop quality within a few seconds.

Webpages were taking a long time to load, my university page still takes a little while, but I think that is due to the third party software used for account 'security'.

Discord originally was showing normal ping but going red/orange even with normal ping. Fixed after S5

Partner's PC and phones ect don't have any delays or problems.

Treatments:

Restarted of course

Unplugged and unplugged network cables.

Turned off my port forwarding protocols.

Checked QOS

Disabled Large Send Offload V2 (IPv4) in the network adapter adv settings.

Put this into powershell as admin

netsh int tcp set global autotuninglevel=disabled

Tested a new account in windows, problem seemed to remain in there.

Reset network and restarted. This caused the boot to fail, lights were on but nothing was happening. So stuck in S4, unplugged and tried to boot. Forced S5. Booted normally, this seemed to fix the packet loss.

Next day I:

Did a full powercycle of the system. Including router and both my and my partners PCs.

Updated drivers for network adapter through Device manager.

Updated motherboard BIOS (It was probably already up to date, but figured it might work)

System Information:

Setup. Modem/router is in the other room, with wifi enabled. It's a D-link DSL -4320L. A long Ethernet goes into the office. Where a TP-link Archer C20 is setup as an access point, wired from there to both PCs. Wifi turned off.

If anyone has gotten this far, thank you very much. I'm freaking out about my first non prebuilt having problems like this, that I can't figure out the root cause of.

Ok! First off, did any of the steps you performed have any effect at all on the issue?

Here's a few additional things to try:

Completely remove and reinstall your network adapter driver.

Reset Windows IP stack (netsh int ipv4 reset / netsh int ipv6 reset / netsh winsock reset)

Try a different cable!

Remove any software that affects network traffic - you can see them listed in adapter properties of your NIC

It's also entirely possible that your integrated NIC is failing. It's an unfortunately common issue across all makes of mobo. Picking up a cheapy NIC and trying that out could also solve many issues.

So the network reset seemed to fix the packet loss and lowered ping. But that may have been related to whatever issue caused it to get stuck in S4.

Nothing else made a difference that I could see. Unfortunately I'm having trouble quickly diagnosing if it still remains, as currently the best test I have is loading a video from V.redd.it as that form seems to have the most obvious problem. Otherwise, it's just things like a otherwise powerful computer occasionally stuttering.
