incorrect procedure error when formatting.

To prefix, I can only find my older post on this topic that seems to have died. If this is the wrong place let me know!

 

I have a 148Gb NVME drive from KingDion that will not format. Using diskpart i can get to 100% then errors out saying incorrect procedure. Following others suggestions I have ran both a clean and clean all command however both error out incorrect as well. Is there any way to get past this without downloading some random program?
