Should I upgrade?

I currently have an Intel i5 7600k with an Asus GeForce GTX 1060 3GB and when playing some games I'm lagging pretty bad and usually games take forever to load in (usually averaging 500 mbps - 800 mbps for network speed). When checking task manager it says my GPU is only at 16% to 50% usage while my CPU usage is always at 100% at 4.17GHz when in game. Should I upgrade my graphics card or my CPU or both? I need answers!

I wouldn't right now as per the current pandemic all parts are either stupidly expensive or out of stock.

Not necessarily right now but soon because some games are almost unplayable.

if loading times are the problem what storage media do you have ssd or hdd and if it is a hdd this could be the problem.

I have a 2TB Toshiba Hard Drive not too sure which one it was bought 2 years ago and was fairly cheap, around $50 or $60.

well that would be the reason load times are slow af try and pick urself up  a cheap sata ssd or even better a m.2 just for os and a few regularly played games.

This would be a very significant and noticeable upgrade.
