Mid-high grade security system

So we're opening our shops up (automotive) and I've been tasked with building the best security system for it that has good quality and is able to be viewed on the Roku and a Amazon fire stick. I'm looking where I can use a computer with a survalince distro running on it I'm not horrible worried about that but we need 14 to 16 cameras for under 2000 I found some amecrest 4k Poe and yes I want Poe a lot simpler to setup and use. Any ideas will be appreciated.
