Dead pixel or not?

Recently discovered that I have this black pixel with a weird line of white pixels around it. Don't know exactly when it happened but it happened while my PC was on (Pretty sure, unless I haven't noticed when I turned it on which is unlikely).

When I open quite a dark background/open an image popup box, the pixel turns white. I can also screenshot the pixel? Didn't think that was possible as I thought dead pixels were a problem with my display, not something actually there, which makes me think it's something else. What is this, can it get worse, is there any way I can fix it?

If you can screenshot that... I dunno man. Theres defiantly some smart people that can help you out but I predict that this is just minor, or it's something worse than it seems. 

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

Dead Pixels dont appear on a Screenshot. Check your Cable and try to reinstall the driver. Sometimes weird issues can have a very simple solution.
