Can Someone identify this chip

Hi,

 

I bought a used RTX 2080 on the Internet.

It was listed as follows: EVGA RTX 2080 XC.

I received it today but when I tested it in my PC one of the fans was ramping up to max speed. The other one wasn't spinning at all. 

I then tried to install the drivers, the installer program stated that my PC apparently wasn't compatible.

When I removed the backplate and cooler, there was no thermal compound on the die. It read "D18X-ES-A1" instead of what I expected to see: "TU104..."

 

Have any of you ever seen this chip and would know what it is/does?

Whatever it is, its an E.S. so wasn't sold on regular markets.
