Throttlestop not working

So I was woke up one day and tried to open throttlestop which was working the day before, but i open it to the error "could not open WinRing0.dll"            I have heard that the new riot anti cheat blocks it, so i uninstalled it and throttlestop worked for one day. Now i try to run it again and get the same error even when i don't have the anti cheat installed

 

*EDIT*

I fixed the issue by going into windows defender settings and turning core isolation off.
