Display Micro-Stuttering Windows 10 Dell XPS Intel Graphics

This isn't actually a troubleshooting question, but archival for anyone who might have this problem in the future and has a similarly hard time tracking it down.

 

I have been experiencing a stuttering display on my laptop since I bought it. It never had any symptoms in task manager like spikes in CPU or GPU usage, and it showed up most often when I was looking at a static screen for a few seconds and then tried to move my mouse or scroll.

 

The solution was disabling Panel Self-Refresh in the Intel Graphics Settings under Power. It needs to be done separately for both On Battery and Plugged In.
