Games, programs or workloads that it will be used for: by order strating from the most important, Gaming (GTA V and VI all racing games without lag, fortenight, PUBG high end high resoluotion-video editing on adobe premiere and photoshop-streaming

Other details ( what you're upgrading from,GTX 650 2G and 8G or Ram, when you're going to buy? these days if i could, what resolution and refresh rate you want to play at 90-144 Hertz,

and i want to have a  these as a standard(4-6 TB of sotrage +500SSD +16-32 Gs of ram +water and air cooling if possible if not then water cooling at least 4 ports of  3.1 USBs and 1 port for connecting the pc to TV monitor or high refresh rate monitor 140-144 Hrz ,24P

You are going to need more than 1500 USD. I suggest you get 2000 USD if you want ray tracing without lag for 144Hz 1080p.The stock fan should suffice.This was what I could pull up and 1500 USD is impossible for ray tracing and other stuff. To use Ray-tracing and all those features for your AAA titles you need 32 GB and the 2070 Super to spit out enough frames for the 144Hz with G-Sync
