The two games I've been testing this in is TABS and minecraft with shaders. my gpu will be using around 40%, and cpu 50%, but will be around 24 FPS, the highest my GPU has ever gone is 80%.

All power modes are turned to maximum performance, i've updated my bios and clean installed my graphics drivers.

download MSI afterburner and track CPU/gpu usages/clocks and stuff and check for any annomalys like clock drops and temperature, but also PCs tend to start lagging when they  are not formated for long time, installing more and more drivers can corrupt stuff inside PC, so formating is only resort, make sure u have bootable usb win10 stick thats properly setup for formating

I'll look into this, however I built this PC early 2019, it hasn't been very long.
