Looking to upgrade

Definetely the GPU, what is your budget, and the tomahawk max is a good, cheap upgrade.

Laptop: HP Spectre x360 13t, i7 8565u with 16 gigs, 512 gig  nvme ssd, UHD 620 4k

Other laptop: Acer Chromebook cb3 431 with 4 gigs, celeron n3060 with hd 400 and 16 gigs eMMC soon to be a minecraft server?

Noctuas are great, and cooler master makes decently priced fans that are RGB, and can move a lot of air although they aren't the quietest.

I been looking at getting the 3 pack of corsair RGB fans but my motherboard only has basic casefan headers and I'm looking to go with a descent GPU seeing as it'll go in my next PC I decide to build

if you want to control the RGB, then you need either a 100 dollar commander pro, or a lighting node pro and their fan hub.
