stuttering

hello,

i keep having troubles with stuttering. i use vsync to stop the stuttering and this works fine, but the input lag it creates is not so nice.  so i decided to upgrade my monitor to a monitor wich has freesync (and higher refresh rate). i thought this would solve my problems, but it didn't. i still need to enable vertical sync to get rid of the stuttering.

here is an example, i recorded this just now in world of tanks, but this stuttering happens in every game, some even worse then this. and it always happens in set intervals like in the video.

does anyone have any idea what else could cause this stuttering?
