Windows and chrome are using the wrong GPU

So recently I upgraded my laptop to connect to dual monitors and it works great but for some reason chrome and desktop window manager are hovering around 40% usage and having trouble rendering streams or YouTube videos if I am working in another screen while that is playing. I set chrome and windows desktop manager (DWM.exe) to use my GTX1060 so there is no slow down or stutter but in task manager while using all that GPU its off of my 630 Intel graphics and says GPU engine: GPU0-3D. Does anyone know how to fix the video playback thing and the 3D engine thing? I do have good connection BTW.
