Streamlabs OBS "Skipped frames"

I need some help getting Streamlabs OBS to work, i'm getting skipped frames all the time, no matter how many times i've changed the settings. Sometimes it 100% sometimes its down to 15% but eventually cuts out with a network error.

I'm trying to stream 720p at 60 fps. Download speeds at 38.3 mbps and upload speeds at 18.35 mbps

Output mode: Simple 

Bitrate: 4500

Encoder: Software, tried using hardware, doesn't change

GPU: AMD RX 580

CPU: Core i5 7400

Does dropping it down to 720p30 and lower bitrate help? Though network error tells that either your ISP is limitting your uploads or Twitch has issues with their servers. Have you tried if YT gives same issues?
