Stuttering graphics?

To preface, this is my first post here so I'm not entirely sure how the forum works but I just built my PC yesterday and it was running perfectly fine until I updated drivers and the computer would stutter; ex: mouse cursor looks like it displays at 10 hz, and in game i would have fps pulses, 144(or whatever i set frame limit to) up and 17 down, and it would keep doing small pulses.

 

my system specs are:

ryzen 3700x

MSI mpg x570

sapphire pulse 5600xt

32 gb corsair 3200mhz ram

 

Please help with any tips or general advice!

is this stuttering constent? or does it happen periodicaly?

It happens consistently, it occasionally stops for 5-10 minutes but has always come back

However last night, right after the build, it was perfectly smooth, easily hitting 100+ fps and running smoothly until driver update, so I believe its that?

hmm, if it triggered after the driver update, then that update must have caused something, i'm suffering from something similar myself, but for its it happens every couple of hours for 10 to 30 secs, try doing a DDU and reinstall a fresh version of the drivers, if it happens again, go back to the old drivers and see if that fixes it.
