PC not starting up

Doing my first build--got everything in place correctly, all the correct wires, ports ect. Plugged in my PSU power cable, flipped the switch to "on" and only the Mobo's rgb came on. No fans, no lights--nothing. I did the paperclip test and the PSU runs fine. Brand new CPU with no bent pins. Using ram sticks from my Dell Optiplex 7040 but how would I troubleshoot the RAM as an issue for booting up? A week ago, my dumbass took the motherboard out on carpet to look at the headers  so i assume that might have shocked it? I ordered a replacement Mobo and hopefully swapping it out will fix it. Does anyone have any troubleshooting?
