That's great! The 4790K's performance can even still keep up with the i5-8400. Was, and still is a very good CPU.

guys i am just 13 y/o and i am going to build my system using these parts Core i5 4690, 16 GB DDR3 ram, RX 580 8 GB,  ASUS H81M-A LGA 1150, 550 watt psu, 1 TB HDD and 256 GB SSD

now the only thing that worries me is that will it bottleneck? guys please help me out so i can build my system :(

If this is the best system you can afford, ignore a bottleneck. Not like you could spend the extra $50 on a core i7 if you needed it.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

So, according to Bottleneck Calculator (Not sure how accurate they are, but this will at least hopefully give you an idea), you will be experiencing a 15% bottleneck. According to them, anything below 10% is seen as "good CPU and Graphics Card combo". Now, 15% is not that much, so I wouldn't be worried about that. But, if it does bother you, you will have to upgrade your CPU then. Some options are: Intel Core i7-4790, Intel Core i7-4790K, Intel Core i7-4770K and Intel Core i7-6700K (There are also Intel Core i3/i5 options, I'm just giving examples). The other option is for you to change the graphics card (maybe even save a few bucks). Here are some options: Nvidia GeForce GTX 960, Nvidia GeForce GTX 1050 Ti, Nvidia GeForce GTX 680, Nvidia GeForce GTX 770, AMD R9 290 and AMD R9 390. (Again, just a few examples).
