PC Audio + Video Stuttering issues

When i use my PC for gaming or watching YouTube, the PC randomly stutters. I don't know how to explain it, but I have noticed that the same effect happens when you scan drivers for hardware changes while watching YouTube. No significant apps are running in the background. I have updated all drivers, performed several action optimizations for gaming (reduced cached RAM, DPX enabled, reinstalling GPU driver, etc.) I have looked on the internet and have not found anything that has helped. If anyone has had this problem or knows any solutions, please help me out!

I would just re-install windows if you don't know what the problem is. It might fix it, it might not. Well you don't know if you don't try. Even though there are probably better and faster options out there.
