Long running internet issue, encapsulation failed.

I've been having issues ever since I got internet service through centurylink. Sometimes I get the speeds I'm suppose to and everything is fine, ping is great, download is great, I actually get the speeds and service i'm paying for. Most of the time however the speeds are abysmal and my ping is so high that I get pretty much instantly kicked from any server I try to join in any game. After having multiple techs come out, multiple phone calls made and a lot of personal digging the issue is still un-solved so far and I still get very high ping with very slow download speeds. I will post a screenshot of the router diagnostic so maybe someone can help me with this issue. I pay for 10mbps download and 1 mbps upload and I usually get around 1mbps down and .1 up with a very high ping as well, we're taking I get kicked from dayz for having 3000+ ping sometimes. Before anyone asks yes I have tried restarting, factory resetting, making sure nobody is downloading in the house, this issue has occurred even when i'm the only one with a connection to the router and the wifi disabled. Something is wrong here and I just want to get the speeds i'm suppose to.

I am using a direct connection.

It's pretty sporadic to be honest, happens completely randomly. It does happen more at night, but it still does it often enough during the day.
