There was a problem with my house's power. When I got into my room, I could hear the electricity in my computer as well as smell it. Note that it was not a faulty power supply, it was the house. Should I even consider powering on my computer or would that risk damaging components? This is probably a silly question but would any warranties cover it?

Did the electrician explain what went wrong with your mains electricity when they fixed the problem?

If you could 'smell the electricity' then the power supply is almost certainly going to be dead.

If mains ground had a high potential going through it then your power supply is almost certainly dead. The good news is that a good power supply should protect the rest of your computer from the surge, meaning that with a new power supply it should work. By the way there is no risk in trying to turn it on so long as the issue has been resolved - at worst it just won't work.

Maybe... If the power supply failed due to a problem with your mains electricity it most likely failed on the primary side. Less likely that it killed hardware in your system. Though anything is possible.

 

Easiest way to know would be to get a new power supply and see if the system works.
What power supply was it? Still covered by warranty? If you get in contact with their customer support they might replace it under warranty. Though, even if it's not covered by warranty then the cost of replacing a PC power supply is pretty cheap compared to what potentially could happen with mains AC faults.

Were any other electronic devices in the house killed as well or just the PC? What about other electronics plugged in to the same outlet like the monitor?

I have an EVGA Gold 850w. I'll have to do some digging for warranty. My TV is dead. My heating system was damaged. The monitor turns on and displays a logo, so that's a good sign.

The computer turns on. I'm running 3dmark. The gpu is creating a buzzing sound when a load is put on it.
