It can start but probrably woudn't POST/boot.

Most likely behave as if the CPU is dead. If it has a CPU status LED and it's staying on the it's definitely a CPU / CPU socket issue of some kind going on.

 

You can remove it and check the pins to make sure they're all in alignment and that none are bent and so on.

OK, I thought it was an Intel socket you had but you're actually better off with what you have.

Things to try:

First off, is the CPU you are using now a replacement/upgrade for an older model such as going from a Ryzen 2000 series to a Ryzen 3000 series?

 

If so you'll have to use the 2000 series one more time to make sure the BIOS is updated to support the 3000 chips. If the BIOS is already updated to the latest then thats a non-issue.

Do try resetting the BIOS/CMOS as in completely clear it, That might work when nothing else does.

 

See if the CPU LED ever goes off during the boot process and if it does, note how far into the booting process it goes and if it's hanging according to the LED's, look and see what LED is hanging on and what it stands for.

As an example if the VGA LED stays lit then it's a GPU problem keeping it from booting.

 

Post back what you find out about it and we can go from there.
