Help with Motherboard

Hello all! 

 

I am having an odd issue with my computer where i can only boot/have the bios load up when i press memtest on my motherboard. Goes into windows 10 or MacOS(Hackintosh) no problem after that. This issue came up a week or so after i have encountering issues shutting down windows(it would just reboot instead of shutting down). My question is would this be some obscure motherboard setting, something that could be fixed or is it just sign that i should be looking for a new motherboard?

 

So far i have tried:

Removing all but one stick(They all passed memtest anyways)

Removing all Usb devices

Removing all Sata devices

Reseting the Bios to default settings

Removing all PCI devices

Connecting a new PSU

 

Specs:

Intel 4690K

Asus Z87-A Motherboard

Sapphire 5700XT
