Hello all, I've had this problem for a while, i hope someone has some suggestions as I've tried so much.

 

My PC feels like its under performing after upgrading and now I'm starting to get issues in game. After going from a gtx 1070 and i7 4790k to a ryzen 2700x and a rtx 2070, then a rtx 2080 super, I've been unable to to steam. OBS says encoder overloaded and that's with the same settings as with the 1070, also when i try to hook up my elgato as a second monitor and putting the obs preview on that the obs preview makes my game choppy. besides that i have to keep my setting in game lower than i used to with the 1070, and in RDR2 i have strange lighting in the sky, and COD: MW has artifacts, Also playing Apex my frames are anywhere from 60-144 which seems like a huge range. The only thing that I've reused is a 250 gig crucial ssd, Could a ssd be causing these issues?

 

Specs are:

Ryzen 2700x

Asus X470 Pro

rtx 2080 super

WD M.2 (Main HD)

samsun 860 evo

crucial ssd

seagate barracuda

Corsair rm750x

no errors everything ran fine.

 

I've messed with power settings, upgraded bios and any drivers, used msi afterburner to keep a eye on the GPU everything seems normal, but the video card did run hot at first about 88c and from what i could tell it would thermal throttle at mid 80s, i moved my from fan down to hit the GPU and not runs at 77C which still seems a lot hotter than other cards that I've had

In afterburner you can change the thermal throttling limit,it's usually tied to the power target.

It could very well be a thermal throttling issue,

also Turing GPUs are very sensitive to temperatures even without thermal throttling,the higher the temperature - the lower the clock speed = lower performance.

Temperature greatly impacts the performance of Turing GPUs,Thanks to my beefy cooling solution my GPU goes 30% higher clock speed with the little overclock i gave it.

 

What is the make and model of your GPU?,also what case do you have?

 

Does it happen with the 1070 in your new PC too?

yeah i saw that, i did keep everything stock so nothing should be pushed too hard. I'm also mostly basing it off the fact that my friend basically has the same pc, his gpu runs at about mid 50s under load, it's hard to explain but my pc is just wonky after upgrading.

 

gpu is a evga rtx 2080 super black its in the meshify c case purposely bought for the good airflow as i knew my gpu will never be water cooled.

Does the wonkiness happen with the 1070 in your new PC?

And the temps of the 2080 SUPER Black can get to such temperatures depending on the ambient temperature,this specific model is hot.

The EVGA RTX 2080 Super FTW3 is cooler by 10 °C more or less .

Unfortunately I don't have the 1070 to compare although i did have a evga 2070 xx before the 2080 and I was getting the same problem, I upgraded the 2080 after I couldn't stream with the 2070, but it didn't help.

 

I think I'm going to reinstall windows with 1 hard drive and see what happens.

It seems like the issue isn't caused by the GPU,but something else.

Both software and hardware can cause such issues,

I suggest to try an older version of Windows 10,it could be a certain new update that causes that wonkiness,

Testing with different GPU driver version won't hurt to try either.

Also since you tested the CPU and GPU and they passed the tests,

I recommend testing the RAM with MemTest86.

A motherboard can cause wonkiness too,but this is very difficult to diagnose without the proper tools that usually only the manufacturer has.

A bad power supply can cause instability,but regarding this case i doubt it.

 

And how are the temps of the CPU?

Chronologically my build went from I originally upgraded to a i7 7700k with all new parts except the video card and that one SSD, had issues with streaming so I up graded my video card to the 2070, still issues then I changed my mobo to a Asus strix, still problems. Fed up I changed my cpu to 2700x which need a new mobo, so the x470, and got new ram, still problems, so I upgraded my video card to the 2080, still problems. After reading that the EVGA 1000 Watt GQ that I had has instability issues I changed it to the Corsair RM 750x, still problems.

 

I've changed out all hardware with no solutions, I'm starting to think it's software related so I just did a fresh install and am going to test as I install programs and see if something is messing with my PC.

 

My cpu runs at about 50-55c and idles at about 35-40c. I'll do the memory test and hopefully something pops up. How likely is a bad Network able to effect a PC? At about the same time I moved and this new building Internet is so spotty and inconsistent, it almost feels like my entire network is messed up.

Getting exact same issue, pretty similar builds and im getting constant fps stutters in csgo, fortnite, borderlands 3, farcry new dawn ect and idk why... my 5 yr old pc performed better than this brand new one :/

Build: Ryzen 7 3700x @ 4.0GHz, Asus GeForce RTX 2070 Dual EVO OC 8GB, Corsair Vengeance PRO RGB 16GBS DDR4 @ 2933MHz, ASUS ROG Strix X470-F Gaming, Corsair TXM 850W Semi-Modular 80+ Gold PSU, Kingston A400 120GB M.2, WD 1TB Hard Drive - Blue.

Just to eliminate the network cable,do you have a different one?.

Do you use the same settings you used in the old system for streaming?

Did you try with Windows 7?

That's thanks to Gigabyte's official support for Windows 7 on B450 and X470 boards.

The thing is that the OS itself could be the source of the problem.

Yeah it sucks, I'm so disappointed I'm my latest upgrade I feel like I've spent so much money on trying to figure it out.

 

So far a few things that helped were if you're ryzen change power plan to AMD ryzen balanced it's usually in the additional plans drop down widow on the bottom. Turned off game bar, and didn't install GeForce experience with the driver. Game mode on windows I've had mixed reactions from games, from what I can tell is if you stream having game mode on makes your game hog all the GPU leaving nothing for obs to use. 

 

Besides that and swapping out hardware, which has done nothing, I'm quite stumped on what the issue is.

Same here man... when I first started with my PC build I think the pricing added up to around £750 because of deals ect... but then I got these problems so I was like alright uno what I'll just upgrade them... proceeded to do that, spending around £1000 now upgrading parts ect like gpu, ram, mobo ect and still the exact same issue... I have tried genuinely everything I could possibly think off for example changing the 3d Nvidia settings, chipset updates, bios update, windows fresh install and much more and nothing literally nothing works... I'm so bummed because I haven't been able to play or use my PC for 3 months straight...

Yeah I work in the electrical field I've had new ethernet and made my own with no success. All settings are the same, even tried lower settings, not a lot lower but it should be working no problem. Haven't tried widows 7, didn't support for it end only recently though? Gigabyte is keeping widows 7 going themselves? That's amazing,

That's only to make sure the problem isn't the OS,

And Gigabyte is not the only one to support Windows 7,NVIDIA provides phenomenal support for Windows 7 - NVIDIA supports Windows 7 as good as it supports Windows 10,

and i am pretty sure there are other vendors that support Windows 7,after all Windows 7 holds a market share of more than 25% even after end of support (It was 30% in December).
