CPU at 100% when playing games

Question here. I am kinda new to the pc world in terms of actually messing with them to this degree lol. So I just built my first pc and im running a I7 9700k with a 2080 super, I am running in to an issue with games like apex, fortnite, and CoD while the instances them selves may not be 100% my cpu is reading 100% I have looked at each core of the cores in task manager and each one is maxed out I know that streaming is uping my cpu percent, but is it really that much? Ive had people tell me its the settings in the games them selves. is there anything else that I might want to look into? one other question is with the power supply is there anything I need to adjust to help performance or does the unit identify what it needs?

You mentioned streaming, is your CPU at 100% only when you are streaming, or also when you are not streaming?

so when not streaming it sits around 80-92% I feel like that is still really high for my build

To improve streaming performance you should use the "NVEC" encoder as an encoder option instead of H.264. It uses way less CPU performance while having the same quality.
