rtx 2070 super

i7-9700F

16gb or DDR4 ram

600 watt psu

144hz monitor

1Tb of storage

ive been trying to get this pc to run on full usage for a while i usually get 60-80 gpu and 70-90 cpu in basically all my games PUBG gets around 60-90 percent gpu and I get between 90-150 FPS on ultra 1080p I play all my games on 1080p games such as rainbow only get 60-70 percent usage with dips from 250-150 which is extremely low and every game I try has the same affect some worse than others and my temps are cpu-60 gpu-70-80

 

Things I’ve tried 

DDU drivers then reinstall them

change nvidia control panel settings up even high performance 

muse regular control panel and change to high performance and change the pci express 

try turning all my graphics up to improve usage

csgo fps-170-250fps

insurgency sandstorm-60-110fps

rising storm 2 Vietnam 90-110fps

rainbow six siege-150-250fps

PUBG-90-150fps

post scriptum-60-90FPS 

squad-60-90fps

Mordhau-90-110fps

 

i know some of the games I play are unoptimized but the ones that aren’t shouldn’t be getting gpu usage so low I don’t how to fix been trying to for the last month if someone could help it would be really appreciated
