Change camera settings inside browser

I have phone with android 9, and I want to change camera inside google chrome from frontal to backside, but I can't find settings. It also would be cool if I could adjust brightness, because the image that I see from frontal one is too dark and if I know things correctly the shutterspeed for some reason is extremely high, because when I point at my monitor I can see how lines are flickering on the screen.

 

Website that I'm using doesn't allow to do that and there is no separate app. Don't even ask about it, pls.
