4k HDR Video Streaming

I just built my first HTPC and I am looking for some advice on what graphics card I would need to play 4k HDR video. I have a 65" Vizio M-Series Quantum TV and will really only use the PC for video streaming and maybe some light 1080p gaming.

 

Would a GTX 1060 6gb be enough for what I want to do?

yes, but depends on what price. the 1650 super is better and you might find it cheaper

I've found a couple of used 1060s for about $120. Is that too much?

you might find used rx570 or 580 for under $120. the 8gb variant of the 570 is as good as the 1060 and the 580 is slightly better.
