I want to get a new 1920x1080 monitor, but shopping for one is so confusing. I've never experienced ips or va, so I have nothing to compare to my tn display.

I want it to be under $150, at least 22 inches (21 minimum) and 75hz +.

 

My current display is a Dell e2014h 1600x900 19.5''.

The different panel types are better at different things which is why there are choices.  The ones that are slower often have better color depth or something.  
 

The question is how do want to use it?

IPS - 10 bit color depth, slow refresh rate wide angle of visibility

TN- fast, cheap, low color depth (often 6bit) narrow angle of visibility

VA- I don’t remember. :/  

There are several though and they’re of varying expense.

 

response time is how fast the pixels can switch colors.

refresh rate is how many times a second the screen draws a new screen.

if the response time is low enough it can interfere with the refresh rate.  The result is some monitors have poorer refresh rates because of the lousy response time of a panel type.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
